Anthem Fraser Developments LP (Anthem) has submitted a rezoning application to redevelop the properties at 3231-3245 Fraser Street & 675 East 17th Avenue under the City of Vancouver’s Moderate Income Rental Housing Pilot Program (MIRHPP, 2017). The proposed building has 5,035 sq. ft. of neighbourhood serving retail and one townhome at grade, with 14 levels of residential above and a rooftop amenity level (14 storeys + 1 storey rooftop amenity).
The proposal seeks to add 110 purpose built rental homes, including 35% family-oriented housing and 20 homes (20% of the residential floor area) assigned to moderate income households.

*The project was initially introduced to the community at a Pre-Application Open House on October 27, 2022. A number of changes were made to the preliminary proposal based on feedback received from community stakeholders and City staff, and a rezoning application was subsequently submitted on January 5, 2023.
